All Kiwis deserve a quality home they can afford, providing them with the opportunity to flourish. This aspiration guides everything we do.

New Zealand has some of the least affordable housing in the developed world, and the housing crisis is a growing problem. That’s why we are focused on affordable housing solutions and aiding in the development of quality, secure and healthy homes that enable our communities to thrive.

To ensure we are building homes that cater to a wide range of needs, we bring order and direction to the development process. We have worked on a diverse range of housing solutions, unlocking positive, long-lasting outcomes for the communities we serve.

Annie is a highly motivated, results-orientated development specialist serving as General Manager and one of the Directors of Kāinga Maha. With over 20 years’ experience in the construction and development sector, Annie has an exceptional track record and wide range of experience across the UK and Aotearoa honed through her public and private experience and through managing complex mixed-use, residential-led development projects from design to practical completion.

Annie is passionate about utilising her knowledge and experience to unlock system and policy reform in the housing sector to bring forward inter-generational outcomes. Aside from her role at Kāinga Maha, she is currently serving as a national board member of UDINZ and a member of the UDINZ Canterbury Chapter.

With over a decade of governance experience, I currently serve on several charitable trust boards, including the Home Foundation, the Canterbury Regional Basketball Foundation, and Parachute Music.

Outside of work, I focus on my most important roles as a husband to Jessica and father to Zion, Alethia, and India. Family is my foundation, and I deeply value the time we spend together making memories and supporting each other.

Paula Koller

Senior Development Manager

I am a development and project manager with over two decades of experience delivering complex construction projects across New Zealand and the United Kingdom. As a collaborative team player, I bring both technical and relational expertise that set me apart.

My notable achievements include the successful delivery of several medium-density residential developments as part of the One Central inner-city revitalisation in Christchurch, working alongside other developers to transform Auckland’s Wynyard Quarter waterfront, and managing significant projects such as the Fisher & Paykel Healthcare Head Office, the BBC Mailbox Birmingham offices, and the Royal College of Art’s Southern Campus in London. My work has been recognised through a nomination for The Resene Woman in Property Award and my selection for the Fletcher Building Branching Out Leadership Programme.

When I’m not working on development delivery, I enjoy live music, spending time outdoors, and travelling.

Scott Johansson

Development Manager

I’m an experienced Development Manager with over 16 years in the residential sector, specialising in identifying and acquiring new land opportunities and managing every stage of development through to completion. My career has focused on delivering medium to high-density housing that balances commercial outcomes with social and community benefit. I bring a strategic yet hands-on approach, ensuring each project reflects both sound feasibility and strong design intent.

In my current role, I’m responsible for overseeing the full development lifecycle: from early feasibility and acquisition to design coordination, budgeting, sales, and marketing. I thrive in the dynamic nature of development, where priorities shift daily. Risk mitigation, budget control, and clear communication with stakeholders are central to my work, ensuring projects are delivered safely, efficiently, and to a high standard. I’m driven by the challenge of shaping communities that are enduring, functional, and vibrant.

Outside of work, I enjoy spending time with family, friends, and my dog. I love good food, great music, and exploring Auckland’s many eateries, balanced by time outdoors and regular exercise.

Hannah Davies

Development Associate

I’m an MRICS qualified Chartered Surveyor with a background in English Literature and a Master’s in Real Estate from the UK. My career has been dedicated to property development, specialising in regeneration and development land. With experience across large-scale, mixed-use urban masterplans, feasibility assessments, and delivery strategies, I bring a strong focus on high-quality placemaking as a driver of resilient communities and long-term value. My strength lies in managing complex projects and multidisciplinary teams while maintaining a commercial lens from inception through to construction.

As a Development Associate at Home Construction, I manage and advise on residential development projects from early concept to practical completion. I work closely with Kāinga Maha Development Managers, Home Capital Partners, and Construction teams to unlock development opportunities that align with our values and deliver strong social outcomes while ensuring commercial viability.

Outside of work, I’m embracing life in New Zealand after relocating from the UK in early 2025. I enjoy exploring the country’s natural beauty, hiking, cycling, and taking campervan trips with my husband whenever possible.

Day to day, I work across both design and development management, coordinating multidisciplinary teams, engaging with stakeholders, and resolving complex design and delivery challenges. I take pride in maintaining architectural integrity through every project phase, from concept design through to completion. My approach keeps the broader urban design vision and placemaking principles front of mind, ensuring each project aligns with community values and delivers genuine impact.

I’m a dynamic professional with a diverse background across construction, real estate sales, marketing, communications, and property development. As a Development Associate at Kāinga Maha, I bring a strategic and creative approach to delivering innovative developments, guiding projects from concept through to settlement with a focus on quality and community impact.

I care deeply about how people live and interact with their homes, particularly in higher-density environments. With a strong passion for design-led, sustainable, and affordable housing, I believe that attainable and comfortable homes shouldn’t come at the expense of the planet.

Outside of the office, I’m a fitness enthusiast, and have a strict schedule running around after my young family.

Natalie Keane

Design Lead (Registered Architect NZRAB)

I specialise in master planning, early feasibility layouts, and ensuring every project is grounded in strong, place-based design that reflects our organisation’s ethos. My background as a Registered Architect includes work on social and affordable housing, the Auckland City Mission, and bespoke residential projects. I now bring this experience to a broader development role with national impact.

As Design Lead, I guide the early design vision and planning for projects, working closely with internal teams and external architects to deliver high-quality outcomes. I ensure the design process remains collaborative, future-focused, and centred on enabling communities to flourish.

I enjoy the diversity of design responses required across different regions, housing types, and land histories. I’m currently involved in projects throughout Auckland, Hamilton, Rotorua, and Tauranga, and I value the opportunity to collaborate with the Kāinga Maha team and a wide range of consultants.

Outside of work, I enjoy creative hobbies, most recently knitting and pottery.

Craig Seddon

Financial Analyst & Viability Specialist

I am a financial analyst with a passion for enabling evidence-based decision-making. With experience in both desktop and field-based research, I have a strong talent for designing and implementing best-practice research approaches that deliver meaningful results.

My expertise spans research methodology and financial analysis, and I specialise in research and market demand analysis to provide actionable insights that drive strategic decisions. I’m skilled in financial modelling and analysis, transforming complex data into clear frameworks that support decision-making. My experience in multi-criteria analysis allows for robust evaluation of investment opportunities and strategic options, while my focus on comprehensive monitoring and reporting ensures transparency and continuous improvement in project outcomes.

I hold a Bachelor of Science in Financial Engineering and have completed SROI (Social Return on Investment) Accredited Training. This combination of technical expertise and impact measurement capability enables me to bridge the gap between financial performance and wider organisational outcomes. When I’m not deep in a spreadsheet, you’ll usually find me out on the hills with my fur-babies or rolling around in the dojo.

Amelia Sakalia

Development Coordinator

I’m a skilled Development Coordinator with a focus on streamlining internal knowledge management processes, document control, compliance coordination, and system implementation. I provide end-to-end administrative and operational support to Kāinga Maha’s team across the full project cycle, helping to ensure efficiency and consistency at every stage.

A recent project I’m especially proud of was leading the planning, implementation, and rollout of Xero Projects for the team. This involved everything from scoping business needs and migrating data from Toggl to system setup, integration, testing, and training. The new system now enables real-time project tracking, more accurate invoicing, and improved cost recovery, adding real value to the organisation’s day-to-day operations.

Outside of work, I prioritise time with family, hiking, and the gym, attending church, and making space for self-care.
